English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest study of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that six out of ten of local authorities are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in southeast England said its asset disposal plan included the sale of a retail complex in a local town and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Rises and Wider Financial Pressures

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will have to raise local levies next April to cover the growing cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both improved services and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week also found council budgets being strained by the increasing figures of children and older individuals needing Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and addresses the actual extent of deprivation and need,” said Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
