19 of the Russian's 21 victories have been earned on hard surfaces
A revitalized Medvedev won his initial trophy for nearly 30 months with a win over opponent Moutet in the competition final.
The Russian, a former top-ranked player, has endured a difficult period, achieving just one win at the major tournaments and undergoing a difficult moment at the US Open.
The player's varied form on the ATP Tour - and issues with his serve in particular - caused him falling of the world's top 10 and eventually parting ways with former coach Gilles Cervara.
Currently collaborating with Thomas Johansson and Goetzke, Medvedev has gradually improved in the past month - climaxing in a closely contested three-set victory over Frenchman Moutet.
This marks Medvedev's maiden championship after the Italian tournament and initial on a hard court since March of the previous year.
Victory also indicates he has achieved twenty-one championships at twenty-one different competitions.
"For the first time I'm at a event with my children simultaneously, so to get a trophy is particularly special," said ranked player the champion.
"This victory is in tribute of my child her name, because the maiden victory I got when my first daughter my daughter was delivered was for her."
The athlete, the 2021 US Open champion, had lost his last six title deciders, including in Halle earlier this year.
His defensive strategy and regular outbursts on the playing surface had caused some to wonder if his ability to perform at the top level was concluded.
However the 29-year-old has made changes in the last few weeks, attempting to approach the net and play assertively, backed up by an improved service.
Medvedev fought back from a break down in the opening set against the tricky Moutet, taking 4 of the concluding five points to gain the advantage.
The competitors swapped breaks in the second set before Moutet, bidding for his maiden ATP Tour championship, gained dominance to force a final set.
He saved 4 early chances in a competitive final set before the champion secured a break to 15 to serve for the match.
Suitably, he secured the title with a shot at the net area, with Moutet unable to control a return after two hours and 38 minutes.
